AB 1909 (2022) lifted the state-wide prohibition on Class 3 e-bikes for Class 1 paths, it allowed local ordinances to maintain their own bans. Sacramento County currently prohibits all Class 3 e-bikes on Class 1 paths, such as the American River Parkway. This prohibition applies regardless of the rider’s speed, experience, or whether the motor is engaged. Regional Parks officials have indicated that their primary safety concern involves high-powered e-motorcycles rather than legally defined Class 3 e-bikes. While we believe the county is unfairly equating legal Class 3 e-bikes with illegal motorcycles, we must comply with current laws. Until this issue is resolved, we cannot permit Class 3 riders on Class 1 bike paths during club rides.
